School - why do we fail?

So apparently when we do bad in school, we are not the ones at fault. It's all the teachers fault according to the ones who pay for school. The idea behind this is that the teachers have to be able to motivate the students to learn and succeed. So if they don't succeed, then the teacher has not properly motivated the student, putting them at fault. For some reason they don't consider the fact that some students are just not the learning type and are just not good at school in their nature. But it's still the teacher's fault. The other idea behind this is that if the students are doing bad, they can fire the teacher and bring in another hoping they will do a better job. The other part of the idea is that they can't fire he student, so the only possible way to make them better is by bringing in another teacher hoping they will motivate the students better so that they do succeed. To me that's kinda crazy because again if the students are just naturally bad at school, then many teachers are gaining and losing jobs constantly with no positive outcome. They should just look for better ways of getting the bad students to enjoy it more so they will try rather than look for a new teacher. Thats what's up with that.
